“tough titties”in Rick and Morty 是什么意思?
A:
"That must be difficult for you, but I don't care." The most important part of the ohrase is "tough," which can be used on its own to express the same thing. "Titties" is just added to make it more vulgar.

Q:
Hello, I’m Rick. I’m from Taiwan and now working as an admin staff at a cram school in Japan. I’m now 30 years old. I wonder if there’s any restrictions on age with your course.
Best wishes,
Ricky Shie.

A:
I don't know if you know the person you're writing to or not, but if not, these letters tend to be a bit more formal that writing to someone you know casually. I'm not familiar with terms, but if cram school is the normal term instead of juku, then by all means, use cram.
Here's a more business-like recommendation:
Dear Mr/Ms/Miss ______,
My name is Rick Schie. I am from Taiwan and currently working as part of an admin staff team at a juku (cram school if that's more common and more formal) in Japan. At 30 years old, I'd wish to know if there's any age restrictions to register for your course.
Here is my contact information....
Sincerely,
Ricky Shie

Q:
What does “Up with Rick!” mean here? Thanks!
A:
"Up with Rick" means something like "Praise, Rick," "Support, Rick," or "Congratulate, Rick." "Up with" = exclamation showing support for a person or thing (as the previous person explained). "Down with" is the opposite. You will hear "down with" much more often than you will hear "up with." I cannot remember the last time that I heard the phrase "Up with." I personally do not recall using the phrase "Up with."
Examples:
"Up with pay raises!" (We support giving people more money for their work.)
"Up with scholarships!" (We support giving students money for their education.)
"Up with XXX as the new principal of the school." (We support Principal XXX.)
"Up with bottled water, and down with tap water." (We support bottled water, and we hate tap water.)
"Down with taxes!" (Stop taxes.)
"Down with final exams!" (Stop giving students final exams.)
"Down with illegal drugs!" (Stop illegal drugs.)
