Q:
The discussion turned on the need to raise standards. 是什么意思?
A:
It means that the need to raise standards was the central issue or main point of the discussion.
It is an idiomatic turn of phrase that likens the discussion to an object with a fulcrum, like a gyroscope. It likens the need to raise standards to that fulcrum and identifies it as the most important part, because it defines the movement of the rest of the object.

Q:
discussion 和 deliberation, debate 和有什么不一样?
A:
Discussion is usually a more casual conversation. Like just talking with someone.
Debate is usually a little more formal and most commonly happens when there is an issue to be solved. Like in the US there is a debate over who should be president.
Deliberation isn’t used a lot (I don’t use it often, others might). It means a well thought out conversation.
Examples-
-After much deliberation they decided to close down the store.
-They had a discussion about their favorite singers.
-There was a debate over who should take the last cookie.
Hope this helps! :)

3. Despite of the failure to have an audience with the foremost senator,it still aroused the public attention. 听起来自然吗?
A:
In that last example it was hard for me to understand at first because:
"I was deprived of the opportunity..." is too neutral considering he was actually stopped.
"...this operation..." until you clarified that it was a surgical operation I couldn't see what the operation might be.
"...failing to put on the gown normatively..." normatively is rarely used in everyday English. For dressing we usually say "properly": "your laces aren't tied properly", etc. Normative is a somewhat technical word. If we meant "normative" in everyday English we would use "nomal".
"...the most basic skill..." for comprehension it helps to know what skill this is. The skill is observing hygiene. Likewise for "...school..." what kind of school was it? Medical school.
In a longer text where the context is clear perhaps you could skip some specifics but not in a sentence on its own.
