"Who", "To" y "Than" son tres diferentes palabras que significan "Quien/Quién", "Para, Hacia, A, Al, A la" y "Que (sólo de uso comparativo)". No significan todas "que", pero depende de la traducción que realices, el significado puede interpretarse diferente.
Todas se pueden usar en diferentes oraciones ó en una misma oración y sus reglas son bastantes como para poder explicarse en un texto corto de HiNative.
Para el ejemplo que pones, no se usa ninguna:
