Gradually focus on the result while steadily on the action or process. Gradually implies change whereas steadily implies consistency.
Ex.
"He gradually became able to read English by steadily studying."
"It gradually began raining, and it is steadily raining now"
You wouldn't normally say .... "By gradually studying." However you could say "he became able by gradually improving/increasing his studying." Gradually focuses on the change.
Steadily is doing something repeatedly, dilligently, but can also mean doing something with balance or caution.
Ex.
"One foot at a time, he steadily walked the rope"
"Slow and steady, wins the race"

So you would use an auxiliary verb in the first case. "He gradually GOT to know her" or "came to know her"
The second part of your sentence sounds a bit strange but because contact is a noun, it would be "steady contact". Steadily must be used with a verb or verb clause

I would say, "By steadily going out, he gradually came to know her well."
The second sentence would be something like "Under the government's control, the economy gradually/steadily collapsed."
Here gradually would mean it collapsed little by little and is now done.
Steadily would mean that it collapsed continuously, perhaps rapidly.

There is something misunderstanding.In the second sentence, I mean the economic has yet collapsed, under the control of government, it turns better.

In this sentence "get to know" is an expression. You cannot use it with all verbs. However using "come" as an auxiliary verb describes a change from one state to another.
Ex
I did not know her. I came to know her.
I did not like it. I came to like it.
I came to realize. I came to understand.

For gradual. Again something happens slowly bit by bit, progressing toward a result. Steadily means that it's happening regularly and will most likely continue to happen

If you said the Economy is Gradually collapsing and the government steadily getting it under control, then it takes the urgency out of your statement. The economy is sort of collapsing but the goverment is controlling it well and the problem isn't serious
