Education is necessarily concerned with positive end results which vary from age to age from one community to another. The conception and function of education is dependent upon the nature of the society in which it plays a part, and is determined by the philosophy which governs the relations between the individual and the society. There is thus no theory of education which may be regarded as carrying fixed authority. Therefore, each community is faced with the problem of establishing a theory of education in relation to the "here and now" of political, economic and social life.

First the sentence using this phrase is not complete.
Education is NOT necessarily concerned with positive end results. =no matter the outcome even if it results in something positive, it will be viewed as negative no change in thinking.
or
Education is concerned with positive end results= all the efforts put in the system for change is to have the best outcome, best accomplishments, keep pursuing until the goal is complete to the end.
depending on the structure of the sentence this can be viewed from several different outlooks.

example=A school system budgets a certain amount of money to help kids become better at math. The positive end result is more kids pass the state math test.
