plethora is a singular noun and acts as subject. Were you to say "Many" that would be an adjective modifying "treaties" and the plural noun treaties would be the subject.

Even though it represents many things, "plethora" is grammatically singular. The whole group is considered to be one singular thing.

Part of the confusion may be that, in conversation, quantifiers like "a lot of" are generally given plural agreement even though the head noun (in this case, "a lot") is singular. This is not to say that people don't say "a plethora of treaties *have* been eliminated;" it's just seen as the less correct option in writing.
