plethora is a singular noun and acts as subject. Were you to say "Many" that would be an adjective modifying "treaties" and the plural noun treaties would be the subject.

In the written medium, agreement rules are stricter in that they (ideally) always require the verb to agree with the actual head noun (in this case, "plethora," which is singular). This is not to say that people don't say "a plethora of treaties *have* been eliminated;" it's just seen as the less correct option in writing.
