They all mean the same. I think "sold in ___" is more common than "sold by the ___". I don't think "sold per gallon" is correct, or it doesn't sound right to me.

“Gasoline is sold by the gallon in the United States.” is correct.

You can also say, “The cost/price of gasoline in the US is $1.74 per gallon.”

We wouldn’t say “in gallons.”
