Do you say "float in the river" or "float on the river"?

For example:

My sister likes floating in/on the river.

If they both can be correct, what's the difference?

In the context of your example it would be "in the river".

Usually we say that something is floating in the river. But the difference is:
• When something is floating on a river it's on the surface and you can see it very clearly.
• When something is floating in a river, it's much more submerged and less visible.

So if I say, "I am floating in the river. " it means that I'm swimming in the river. Am I right?

Well, not exactly it just means you're laid in the river, you'd literally have to say that you're swimming in the river if that's what you were meaning.
