Uh, no. Japanese people are still just people. I think they have the same proclivity for language as any other human. The culture is a big deciding factor, but we’re not so genetically dissimilar that the brain is wired different on such a basic human function as language.

Otherwise, how would Japanese babies raised outside of Japan learn other languages?
