Regarding this part ... responding to AN SUV with...

I suppose "responding to A SUV with..."
is grammatically correct.

How come the author used an before SUV?

Using A or An is actually about the sound of the first letter of the word after.

In this case, it's an acronym starting with the letter S.

Since you are saying "S" by itself, the actual sound sounds more like "eS", which starts with a vowel.

I know this is confusing...

If the acronym starts with the sound of a vowel, you will use An before the acronym. This can be tricky because words that start with consonants can use An. Letters that are vowel-sounding and need An include X, S, R, O, N, M, L, I, H, F, E, and A.

An is the indefinite article used in place of a when the noun that follows starts with a vowel. This is for convenience in linking the words. An apple, an elephant, an ice cream cone, an outstanding student, an ungrateful child. A is used when the verb starts with a consonant. A bicycle, a giraffe, a milkshake, a student. A SUV may be correct since an S is a consonant but I am arguing that an SUV is the preferred choice. An SUV may not look correct but I think it sound better because the car does not start with an S, as a Suburu. It starts with the name of the letter S which sounds like eh-ss. If we say an elephant. Should we say an eh—ss-UV. I find the most amazing questions on this site.

SUV is an an acronym so we say it by using the letter names

SUV = "ess-you-vee"

Since the beginning sound is a vowel, "an" is correct.
