B: Huch? Tut mir leid, ich habe nicht mitbekommen, dass mein Rock ziemlich weit nach oben rutscht.
T: Ein Kommando zu geben gilt als unangemessen in Korea.
B: Schau wer das sagt! (or Das sagst du?) Siehst du nicht, dass alle Leute auch auf deine Shorts gucken?

I meant about going commando is:
"Ausgehen ohne Höschen gilt als unangemessen in Korea."
" In Korea, going out with no panties is considered inappropriate."

@Meare ah okay, I didn't know what you meant, sorry. Then it's: In Korea gilt es als unangemessen, keine Unterwäsche (or Unterhose) zu tragen.
Or you can just say: In Korea gilt es als unangemessen, nichts unter dem Rock zu tragen.
