Yes, you could. However, that suggests you may be close to the Chinese border. If you're in Moscow, for example, you would not say you live in Russia next to China.
Also, you probably wouldn't describe Russia as next to China in a general sense either because there is a country (Mongolia) that lies between Russia and China and only a relatively small part of China actually borders Russia directly.
A country like Kazakhstan is closer and the entire width of the country borders Russia so if you were going to describe Russia as next so something, then Kazakhstan would probably make more sense. You could describe Russia as "close to" or "near" China though.

"Close to" is a very relative term. I could be talking about how my nose is close to my mouth, for example. You could also say that Germany is close to the United Kingdom because they are both in Western Europe are much closer in distance compared to many other countries.
So "close to" just means that, relative to other things, something is close in distance (not too far away) from something else.
Next to means directly "beside", "bordering" or "immediately after [in location]". So it often refers to the next closest thing (whether it be an object, a country, etc.).
For example: "He is standing next to that tree" means he's standing directly beside the tree or is closest to the tree.
