Though the answer is C, I chose A.
When you say goodbye to someone, you say "see you", so I thought A is the answer.

Please explain why the answer is C.

C because "to meet" means to go and see a person on an specific place, something that was already planned :)

the answer is C, because in the context of the sentence, they are meeting at an area and not bidding farewell.
